Kabar ketertarikan Tesla Inc melakukan investasi di Indonesia akhir-akhir ini ramai di perbincangkan. Indonesia menjadi target pengalokasian dana bukan tanpa alasan, hal ini didukung data menurut Sekretariat Nasional ASEAN-Indonesia, 2020 menyebutkan bahwa Negara Indonesia berada pada peringkat 73 di dunia dan 6 di ASEAN dalam Indeks Kemudahan Berbisnis. Secara tidak langsung, hal tersebut berpengaruh pada jumlah investasi asing atau Foreign Direct Investment (FDI). Setelah sebelumnya pada tahun 2019, Bank Dunia juga melaporkan bahwa Indonesia telah melakukan perbaikan dalam kemudahan berbisnis yang mana hal ini merupakan sebuah kemajuan meski peringkat Indonesia masih bertahan di posisi ke-73 dari 190 negara lainya di dunia.

Namun, sayangnya masyarakat dikagetkan dengan kabar Tesla berinvestasi mobil listrik di India. Keputusan Tesla ini menimbulkan tanda Tanya besar pada masyarakat serta desas-desus dibatalkannya rencana investasi Tesla di Indonesia. 

Klarifikasi dari menteri Kemaritiman dan Investasi Indonesia, Jenderal TNI Luhut Binsar Pandjaitan, bahwasannya Tesla memang tidak berinvestasi perusahaan mobil listrik, namun berinvestasi pada penyimpanan sumber energy listrik melalui bahan dasar nikel karena Sumber Daya Mineral (Nikel) di Indonesia sangatmelimpah. Selain itu juga akan dibicarakan lebih lanjut terkait investasi penyimpanan sumber daya listrik agar PLN dapat berkolaborasi dengan Tesla untuk memanfaatkan tenaga panel surya dalam menyimpan energy listrik.  

Berbeda dari sudut pandang INDEF, bahwa ada beberapa alasan yang ditakuti oleh perusahaan asing saat berinvestasi di Indonesia, dari segi kualitas sumber daya manusia India lebih siap terkait pembangunan mobil listrik didukung dengan berlimpahnya SDM yang memiliki keahlian pada bidang IT dan juga otomotif., karena itu industry mobil listrik di India telah jauh lebih berkembang dibandingkan Indonesia sejak beberapa tahun silam. 

Menurut analis kebijakan publik di DKI Jakarta, di Indonesia masalah pajak dan masalah investasi itu kurang transparan dan bila dilihat investasi di Indonesia kurang ada transparansinya. Kekurangan ini membuat Tesla memperkirakan akan lebih boros investasi jika memilih Indonesia. Salah satu penyebabnya bermula dari SDM yang kurang memadai, ketertinggalan penguasaan sektor mobil listrik yang bersamaan dengan sistem Incremental Capital Output Ratio (ICOR) atau rasio investasi terhadap pertumbuhan ekonomi Indonesia (output).

Negara Indonesia merasa sudah siap dengan kebijakan investasi, akan tetapi kenyataan yang ada pihak global masih menilai Indonesia belum siap. Hal inilah yang akhirnya menjadi pertimbangan Tesla, untuk mengurungkan niat investasi mobil listrik di indonesia dan memilih berinvestasi pada pembuatan baterainya (manufaktur baterai).

Jika dilihat dari pertumbuhan pekeronomian pasca Covid-19. Pada bulan Maret, April, Mei, Juni, sampai Agustus, pertumbuhan ekonomi Indonesia merosot, masyarakat banyak yang terkena covid dan keadaan tidak terkendali (chaos). Berbeda halnya dengan di India, yang secara serius dan intens dalam upaya pemulihan kesehatan maupun perekonomian masyarakat. Berkaitan dengan hal tersebut, manajemen di India juga lebih bagus daripada di Indonesia. Berdasarkan data CNBC 2020, India berhasil lepas dari Covid pada kuartal 4. PDB tumbuh 0,4% pada triwulan akhir 2020 sedangkan Indonesia masih tumbuh negatif  di kuartal 4 tahun 2020. Data tersebut menunjukkan pemerintahan di India lebih cepat melakukan upaya pemulihan kondisi kesehatan dan masyarakat serta perekonomian dari Indonesia. Dimana hal ini juga mempengaruhi keputusan Tesla untuk berinvestasi.
